Quality Improvement/Decision Support Specialist

The Decision Support Specialist is responsible for supporting the Primary Care Team in their planning, data standards, data cleansing, data retrieval, report creation and analysis of data. This will include the implementation of data quality initiatives, improving the flow and use of information, developing queries and analytical products that support senior management to allow for on-going performance measurement and monitoring. The incumbent will also be expected to work with other decision support specialists on data harmonization and community-based needs assessments.

The Decision Support Specialist is directly accountable to the Director of Primary Care.

  • A university degree in a related discipline (Business Administration, Statistics, Health Sciences or Information Management) or equivalent education and experience.
  • Understanding of primary care and multidisciplinary team-based approaches to health care delivery.
  • Minimum of three (3) years’ work experience in a health or social services environment, specifically working in planning and/or data management.
  • Knowledgeable of First Nations’ people, history, culture, health priorities and social issues.
  • Demonstrated expertise in data quality and clinical information management best practices in primary care.
  • Effective communication skills with individuals at all levels of the organization.
  • Effective written and verbal communication skills as well as presentation skills.
  • Excellent organizational and project management skills with attention to detail.
  • Experience working within a database, including entering and extracting data.
  • Excellent analytical skills.
  • Computer literacy, including effective working skills of MS Word, Excel, PowerPoint, Adobe products and email.
  • Ability to function effectively during periods of rapid change and transition.
  • Must be willing to travel by various modes.
  • Must be willing to relocate and live in Sioux Lookout (or within a daily commuting distance).
  • Ability to communicate in one of the First Nations dialects of the Sioux Lookout region is an asset.
  • Experience working with Report Writing software or Statistical Analysis packages (SSRS, SSIS, SSAS or Crystal Reports) would be an asset.
  • Strong applied knowledge of one or more EMR systems would be an asset.




  • Collaborate & effectively work with all members of the Primary Care Team and other departments within SLFNHA and external organizations.
  • Work collaboratively with the SLAPCT Management Team to identify information needs of the team and to continually revise data output to address those needs.
  • Support complete and accurate data entry by developing and implementing systems and protocols and by training staff to use established procedures.
  • Creation and analysis of reports and statistics used in decision support or other business projects.
  • Reviewing, improving, implementing and monitoring process improvement initiations.
  • Providing analysis and reports as needed to the SLAPCT Senior Management.
  • Lead the development of data standardization and data input protocols;
  • Work with other decision support specialists on data harmonization and community-based needs assessments.
  • Supports SLAPCT Senior Management in meeting data related accountability requirements from the funders.
  • Serves as a subject matter expert in data integrity and leads the analysis of data quality issues, using problem-solving methodologies to recommend corrective and preventative action
  • Collaborates closely with multi-disciplinary teams engaged in quality improvement to identify performance measurement information and data quality needs.
  • Supports management decision making by developing, generating, analysing and interpreting extracted health information.
  • Verify extracted data against source documentation and develop standard operating procedures for data cleaning
  • Assesses the underlying causes of poor data quality and leads the identification and implementation of data quality improvement initiatives
  • Ensure high quality data is available for extraction as needed by developing and implementing systems to identify, track, correct and prevent errors.
  • Develop data feedback reports and data checking routines
  • Communicate data quality issues to leadership in a timely and accurate manner
  • Provide consultative and analytical support regarding the collection, interpretation, analysis and presentation of data to help teams ensure that clinical information management practices support best practice standards
  • Handling of sensitive/confidential material strictly in confidence in accordance with office policy/PIPEDA/PHIPA
  • Provide assistance when requested and any other duties assigned.
