Benefits Manager

The Benefits Manager will be supervised by the Chief Administrative Officer of SLFNHA.

The Benefits Manager will be responsible for the day to day operational management of the Non-Insured Health Benefits (NIHB) Program as it relates to the delivery of medical transportation benefits. This position will oversee the unit and provide staff supervision.
The Benefits Manager is responsible to ensure coordination between clients, organizations and partners on the application of medical transportation benefits provided under the NIHB program.

 Applicants must possess:

  • Successful completion of Secondary School education
  • Successful completion of a post-secondary education with specialization in Health Care or Business Management is an asset
  • Experience in the application and interpretation of policies, procedures and legislation in the delivery of programs
  • Experience and knowledge of First Nations and Inuit Branch (FNIHB) National/Regional health Benefits framework
  • Knowledge of Contribution Agreements
  • Excellent communication skills
  • Ability to analyze and problem solve contentious issues with political sensitivities
  • Ability to work under pressure in a high demand environment
  • Experience and knowledge in dealing with First Nation communities and First Nation organization is an asset
  • Ability to communicate in one of the First Nations dialects of the Sioux Lookout Zone is an asset
  • Culturally sensitive and able to work with diverse groups or people
  • Ability to work as part of a team
  • Willingness to work overtime and travel when required


Roles and Responsibilities:

  •  Manages implementation of FNIHB guidelines in accordance with national/regional policies for the operational delivery of modern, comprehensive and cost-effective medical transportation services under the NIHB Program
  • Provides program operational support to staff and managers through the provision of advice, training, information and interpretation of national and regional FNIHB program policies
  • Creates presentations, as required, to First Nations Chiefs and Council, Health Boards, Health staff and other organizations, explaining the policies and the rationale for these policies which govern the Medical Transportation program
  • Participates on behalf of SLFNHA and FNIHB (SLZ) on National Working Groups reviewing NIHB Medical Transportation policies and directives, as required
  • Provide support to the health staff and/or Medical Transportation Coordinators on the management of Medical Transportation with emphasis on appropriate documentation of services and expenditures
  • Reviews Medical Transportation contribution agreement detailed Activity/Financial Reports for completeness and timeliness and make recommendations to the Cost Center Manager for payments
  • Manages the budget by monitoring the expenditures for medical transportation and the development and implementation of appropriate cost-management strategies to maximize the cost-effective delivery NIHB benefits to clients
  • Develops and maintains communication networks and consultation processes with representatives of other departments and agencies
  • Reviews and provides input to Regional Medical Transportation guidelines and procedures
  • Consults with clients/stakeholders to identify emerging issues and trends, and assess their effect on medical transportation and accommodations policy, programs, priorities and initiatives. Provides recommendations to the SLFNHA/SLZ ZD on options and alternatives to enhance program and service delivery in support of National priorities
  • Provide supervision to staff, conduct evaluations and provide training
